Workaround

Use the following workaround:
  1. Use the Build Raster Attribute Table geoprocessing tool on the output product (regardless of which load order).
    • Overwrite.
  2. Once run, the attribute count is now correct with feature count.
  3. Export the attribute tables from the original dataset.
    • Open the attribute table and click Table Options > Export. Do this for both original datasets.
    • Use the Merge geoprocessing tool to bring both tables together.
  4. Once completed, a combined table with all attributes is produced.
  5. Join with the output raster product.
    • Right-click the output raster > Join > join on Value using the merged table.
  6. The join ensure all records are joined on pixel value and retains the correct records.
  7. Export data to retain the join in a new raster.
