Bug
When map image services are published to ArcGIS Enterprise by selecting Layer Drawing as 'Dynamically from data' in ArcGIS Pro and are later cached with custom scales, some scales in the cache are missing and cannot be cached.

Workaround
Edit the 'Maximum scale' or 'Minimum scale' in the admin configuration of the map service to be 0/0.
