When logged in to ArcGIS Pro with a public account, a user can view the Living Atlas subscriber content in the Catalog pane even without access to the content.

This is the expected behavior. Users can see the Subscriber content in ArcGIS Online even if they do not have access to it. In ArcGIS Online, users can find Subscriber content, even if not signed in. Users may not draw the data on the map unless signed in with the appropriate credentials with permission to access Subscriber content. ArcGIS Online works this way, and this also applies to ArcGIS Pro. Subscriber content is included in the search results, and the information about the item can be seen in the Catalog view by looking at its metadata. This is similar to viewing the Item Details page for the item in ArcGIS Online even when not signed in.Steps to Reproduce
