When loading TXT or CSV files in ArcGIS Pro, numeric values having three decimal places are not correctly interpreted. Numeric values with fewer or more decimal places are correctly interpreted.

Workaround
Use ArcGIS Pro 2.5.x or change the number of decimal places from three to fewer or more decimal places.
