Additional Information

A server-side error is returned when requesting 10000 features from this service in a browser so the layer is correctly being marked as broken in the ArcGIS Pro client. Since the server seems to have issues with large responses, use the custom request parameters in Pro to use paging to request smaller response sizes. To set these custom request parameters, in the WFS Server Connection dialog, set MAXFEATURES=10000 and set PAGESIZE to something smaller, like 1000.
