When left-clicking to drop a second point with the Perpendicular Dimensions Tool outside of the Data Frame in Layout View, ArcMap crashes.

Valid end points are being correctly restricted to inside the data frame

Workaround

In Layout view, do not left-click to drop second point outside of the Data Frame.
