When launching ArcGIS Explorer (Windows) 20.1.1.0 without logging in and having an .mmpk file stored, accessing it returns an error message that login is required. However, the .mmpk file is accessible if logging in with an ArcGIS Online account.

For mobile map packages to be viewed without logging in, check the 'Enable anonymous use' check box on the share tool in ArcGIS Pro. For that option to be available, a Publisher license is required.
