When latitude and longitude attributes are converted to degrees minutes seconds (DMS) format in ArcGIS Pro using the Convert Coordinate Notation tool, the newly created fields are text fields containing latitude and longitude values. Therefore, Scale cannot be set.

Additional Information
The specification for degrees minutes seconds (DMS) requires use os spaces, and includes the quadrant N or S in the DMSLat field, and E or W in the DMSLon field. This can only be done using a text field.
Look into the Output Coordinate Format of DD numeric or combining DMS (or DD numeric) with Add & Calculate field.
