When labeling and using the parallel placement properties (to make the labels parallel to the line), labels added from other shapefiles cause the parallel labels to become horizontal in the map.

Workaround

Convert labels from the route_hwy.shp to annotation stored in a personal geodatabase. Then label the cities.shp.
