Workaround

Until 9.3 is released you will need to use the workaround listed in the bug - creating a new shapefile with a large universe polygon in it. Add this to ArcMap, symbolize fill and outline with no colour, and set the feature weight to 100 so that the labels for the donuts will stay on the feature and not be placed in the hole.
