Additional Information

The issue is non-reproducible.

Workaround

  1. In ArcGIS Pro, export the PIPEOUT.DBF file to the project geodatabase
  2. Right-click PIPEOUT.
  3. Navigate to Data > Export Table, and provide a name to the table.
  4. Add the table to the ArcGIS Pro project geodatabase.
  5. Change the sJoinTable with the name of the previous table, then the right joins are created without the null values.
