Additional Information

ArcMap has been deprecated and replaced with ArcGIS Pro. This issue is not reproducible with the 2017 and later version of Canadian data in Business Analyst ArcGIS Pro 3.6.

Workaround

Uninstall the ArcGIS Business Analyst Background Geoprocessing (64-bit) patch.
