When installing ArcGIS Server .NET on IIS running multiple websites with multiple SSL port configurations, Post Install will not take the SSL port configuration from the default/selected website but will instead use the SSL port configuration from another website. This results in a bad SSLPort configuration for Rest.config and ApplicationBuilderConfig.xml.

Workaround

Manually edit rest.config to have the correct SSL port. Manually edit the ApplicationBuilderConfig.xml file to have the correct SSL port.Restart IISRest will work properly, but the application builder wizard still references the wrong SSL port in https mode under advanced options. This seems to get repopulated from somewhere each time the wizard is run???
