Additional Information
ArcMap graphs are built with a different engine (MXD format-based), using a different third-party plotting library (TeeChart) compared to ArcGIS Pro charts which are built on Cartographic Information Model (CIM) and use a different plotting library (Wijmo). ArcGIS Pro charts have been redesigned completely, and the APIs are not compatible.
Workaround
ArcMap graphs can be exported to various graphic formats using geoprocessing in ArcMap. ArcMap graphs can be exported to vector or raster formats to be used in ArcGIS Pro as a static graphic.
