When hosting a Web AppBuilder for ArcGIS application on Apache Tomcat 7, the application fails to load if the widget's configuration file name contains an accented character.

Additional Information
The reason is that the default URI encoding of Tomcat 7 is not correct, please: 1. Open config/server.xml 2. At connector, add URIEncoding="UTF-8" If using the latest version of tomcat (v9), the default downloaded tomcat works well.Workaround
Remove the accented letter from the file name of the widget's configuration file located in the configs folder, and change the corresponding URI in the config.json file.Steps to Reproduce
