When fine-grained access control is configured for a federated server and if the [federated server name]_Publishers item in Portal for ArcGIS is renamed, users with the Publisher role are unable to publish from ArcGIS Pro.

Additional Information

The user must not change the fine-grained access control item name. This is not supported, it is as designed.

Workaround

Ensure the item that controls publishing access to the federated server contains both, the federated server name and the word Publishers.
