When features in a map layout are exported to PDF at small scales and viewed at much larger scales, they have shifted in the PDF from their relative positions in the Layout view.

Additional Information

This is unavoidable due to rounding errors in current output pipeline. Future dev will mitigate this, but not completely eliminate it.

Workaround

Export at an extent and DPI appropriate to the level of detail you wish to achieve.
