Additional Information
After troubleshooting, the problem occurs even in the EMF export as this problem is intrinsic to the Graphics Device Interface (GDI)-based rasterization of the content. Because of this, Esri cannot resolve this issue, as Esri does not control nor have source code for Microsoft's GDI pipeline on which ArcMap is based.
This issue is resolved in ArcGIS Pro because Esri uses its own graphics pipeline for display and export, which Esri has control over.
Migrating existing workflows to ArcGIS Pro is the recommended workaround for bugs that are due to the usage of Microsoft GDI in ArcMap.
Workaround
There are four options to avoid this issue:
- Remove all groups from the Table of Contents.
- Use the same transparency values for all the layers and groups.
- Remove the rotation in Data Frame Properties.
- Use ArcGIS Pro to keep the desired configuration and the export is successful.
