Additional Information
The issue is not with the Export, but because of the difference in how the data is rendered in ArcMap and ArcGIS Pro. It works fine in ArcMap 10.8 by turning off the Gamma option in Layer Properties symbology with different stretch types and the behavior observed is similar to ArcGIS Pro.
Workaround
Ensure a NoData value is set, and is not being consumed by the symbology of the source raster.
