When exporting a map from ArcMap 10.5.1 as a PDF with Sinhala-based font labels, the font appears as squares in the output PDF.

Additional Information

Sinhala characters are not properly supported by the chosen Arial font. In ArcMap display, a fallback font is shown due to use of graphics device interface (GDI) for text rendering, but fallback does not work for PDF exports in ArcMap as it has no access to this fallback logic. Thus, this is a known limitation in the ArcMap output engine based in GDI. The recommended workaround is to use a font that does support Sinhala characters instead. Note that using a properly supported font is always recommended because this avoids character spacing or other dimensional errors that can occur from using a fallback font. Alternatively use ArcGIS Pro to export this map. ArcGIS Pro PDF export has enhanced support for fallback, so fonts are properly rendered in PDF exports even if the font chosen does not support it.

Workaround

Export the map as a JPEG and convert to a PDF in Adobe Acrobat Pro.
