When exporting a map as a PDF, using the No Color symbology for a '0' value in a raster dataset creates outlines around features with a '1' value in ArcGIS Pro, but not in ArcMap.

This issue is not reproducible in ArcGIS Pro 3.2.

Export the map using ArcMap.
