When exporting a layout to PDF and the map containing KMZ data, layers that are turned off are displayed in the output.

This issue is addressed in ArcGIS Pro 3.6.Workaround
Use the KML To Layer tool to convert the KMZ to feature classes and use them instead. The polygon layer does not display in the output if it is toggled off in the Contents pane.
