When exporting a 1 band 8-bit unsigned interger raster to a 3 band RGB, the output is incorrect.

Workaround

1)Using the Copy raster tool > going from 1 band 8-bit to a 16-bit raster unsigned integer > import colormap > export 3 band (use renderer) and (Force RGB) with use colormap slected > display 0 values as no color > the oputput comes in correct, or close to it.You can see this when opening test3.MXD.You will see the feature FB_GenLU2_1 in the FGDB 'forDana' has been converted to a 16-bit raster unsigned integer using the copy raster tool called sixteen > the colormap was imported to the 16-bit raster (new.clr) from the test folder > exported the raster 'sixteen' using 3 band (use renderer) and (Force RGB) and use colormap which created the output 'sixteen1' > displayed nodata as no color >the output is close to original color map however, some colors are different.
