Workaround
1. I told this user that he could set up a new annotation symbol collection in ArcCatalog that includes the symbol properties of his old symbol collection and just make the changes that he needs. He could then substitute his symbol collection when editing.2. It also seemed like the user didn't need to have his annotation be multipart. So if he turned off label stacking when creating his annotation, the lables would be created as single part.3. Also, if he, using the annotation editing tool, right-clicked on his annotation and converted his annotation to single part, then used the follow this feature function, the annotation's curvature would follow his line feature and he could fix the features that he wanted to change to include a halo.
