This is expected behavior in both ArcGIS Field Maps and ArcGIS Collector.
When editing existing related table records, the Foreign Key field is not accessible.
When creating new related table records, the Foreign Key field is accessible and can be modified. This is only for user-defined related table fields, not GlobalID/GUID.
The reason why the Foreign Key field is hidden for existing related records is to maintain the data integrity of the relationship and avoid the potential for creating an orphaned table record if that value is changed by mistake.
Workaround
Use ArcGIS Collector to use the functionality.
