When dragging and dropping model from the toolset to the root toolbox in ArcGIS Pro 2.2, the model disappears.

Toolsets are not an internal structure like a folder, rather they are a simple "Category" property of tools in the toolbox (tools with the same Category display in a toolset). As such, when a toolbox refreshes and none of the tools in the toolbox have a category, no toolset is displayed in the toolbox. When you drag the model out of the toolset, and it is the only tool in the toolset, the toolset will no longer display, as the toolbox no longer has any tools with the category.Steps to Reproduce
