Bug
When downloading a referenced feature layer as a CSV or shapefile from ArcGIS Enterprise Sites, an API error, "SEVERE: Failed to export item <>. ERROR 160213: A networking error occurred." is returned.

Additional Information
For ArcGIS Enterprise 10.9.1, the Enterprise platform does not have export capabilities for non-hosted services. As a result, ArcGIS Enterprise Sites cannot download from non-hosted services. This is a known limitation. Alternatively, hosted services do allow downloading. In the upcoming ArcGIS Enterprise Sites 11.1 release, a bug has been fixed where download options would be present and fail when a service is non-hosted. In the ArcGIS Enterprise Sites 11.1 release, the download options will not appear if the service is non-hosted. It is recommended to update to ArcGIS Enterprise Sites 11.1 when it is released.Workaround
Hosted services do allow downloading, hence change any non-hosted services to hosted services. It is recommended to update to ArcGIS Enterprise Sites 11.1 when it is released.
