Bug
When downloading a referenced feature layer as a CSV file or shapefile from ArcGIS Enterprise Sites, an API error message, "SEVERE: Failed to export item <>. ERROR 999999: Something unexpected caused the tool to fail. ERROR: code: 404, Could not find resource or operation <> on the system. Failed to execute (Export Service)" is returned.
