When disabling 'Delete' and enabling 'Attributes only’ under the ‘What kind of editing is allowed?’ section in the ArcGIS Online hosted feature layer's settings, users can still delete and update the geometry of the features.

Additional Information
Restricted editing on a feature layer in ArcGIS Online Map Viewer (such as disabling 'Delete') is supported for users that are not owners of the data or administrators in the organization. The disabled functionality is appropriately hidden for users.Workaround
Use ArcGIS Online Map Viewer Classic.
