Bug
When deploying ERM 4.0 with the required NodeJS dependency version 18, the RoutePlanner web app is inaccessible. User reverted NodeJS dependency to prior version 16 and was able to access the RoutePlanner web app.

- Deploy ERM version 4.0, needed dependencies, and utilize NodeJS 16.x.
