Bug
When creating a vector tile package or vector tile layer from multipart features, only the largest features within the multipart feature are labeled, while smaller features remain unlabeled at all scales.

This is a known limitation. Labeling of each part of multipart polygons is not currently supported when creating vector tiles.Workaround
The only workaround is to convert to singlepart polygons or to points.
