Workaround

Add points to the random area's of NoData.-----Upon further examination: it appears that at one point in the data production workflow vertices were added to the breaklines where they and the BND intersect (but only added to the breaklines, not the BND). When examined closely we found that they're off by a few millimeters. This may have happened as a result of placing the data in the GDB where vertices get 'snapped' to the underlying resolution grid. Anyway, however these vertices got here they seem to be giving the triangulator some difficulty.Densifying the BND feature class vertices at 0.5 units alleviates the problem. Alternately, moving or eliminating those 'intersection' points on the breaklines may help but this wasn't tried. If more datasets are to be made using a similar data production workflow then this latter approach should be investigated in order to prevent the problem from occuring again.The current state of the triangulator in devleopment version of ArcGIS 9.4 is handling this properly without workaround and we will use this data as a test to ensure it stays OK.
