When creating a second utility network in a new schema in the same geodatabase, the Apply Asset Package tool fails if the geodatabase is set to traditional versioning.

Additional Information

This issue is resolved with untools ArcGIS Pro 2.4.3.

Workaround

Switch to branch versioning and run the Apply Asset Package tool.
