When creating a new project from a project template in ArcGIS Pro, if the project name differs from the default toolbox name, submodels of models residing in the default toolbox may broken in the new project.

Workaround

Create a separate dummy toolbox and set it as the default toolbox (right-click Make Default) before saving project as a project template.
