Public Information is moving to mature support and not to be updated with bug fixes. The recommended alternative solution is to use ArcGIS Web AppBuilder. Use the Edit widget in ArcGIS Web AppBuilders. Prior to filling out the attribute information in the pop-up, click the pop-up and select the feature again to re-open the pop-up which keeps the attribute information.
