When creating a new community account in ArcGIS Hub using Facebook or Google login, the user becomes a member of the community account with a Publisher role occupying a seat without the Administrator’s permission.

Additional Information

To disable the auto-join so that attempts to join are subject to Administrator's approval, go to Social Logins on Hub Community Org, click Configure, uncheck "allow users to sign up without invitation".
