Additional Information

This is a known limit. The Basemap Gallery supports to import basemaps created by ArcGIS Online or Portal for ArcGIS which can well support more types of layers and has more sophisticated layer settings. The Create New function has been deprecated. As a suggestion, import those created through ArcGIS Online or Portal for ArcGIS instead.

Workaround

1. In Portal for ArcGIS, go to My Content > Add Item > From the web, and paste the <serviceURL>.2. Add the item to the map, and save as a web map.3. Create a custom basemap group, and share the item and web map to the group.4. Go to My Organization > Edit Settings > Map > Basemap Gallery, and select the custom basemap group in the drop-down list. This step is done to make the map as part of the default basemap gallery.5. In Web AppBuilder for ArcGIS, click Widget > Basemap, and check 'Always synchronize with the Basemap Gallery setting of the Organization'.6. In App in Web AppBuilder for ArcGIS, click the Basemap Gallery widget, and the custom basemap can be seen and selected as the basemap.
