When creating a mobile map package (MMPK), ArcGIS Pro 2.7 mistakenly returns a warning message, 'service layer will not be included', when a Vector Tile Package (VTPK) is included in the map.

This issue could not be reproduced with the current version of the software.

Workaround

Ignore the warning message, and publish the Mobile Map Package (MMPK).
