When creating a distributed collaboration between two ArcGIS Enterprise portals where the host is internally available and the guest is externally available, both manual and scheduled syncs fail with an error message return, "Error: Cannot execute collaboration workspace sync: could not reach participant portal id <>. Failed to initialize client connection to <>."

Additional Information
The guest organization must outbound network access to the host organization.Workaround
The current workaround is to have the externally available ArcGIS Enterprise portal act as the host and have the internally available ArcGIS Enterprise portal act as the guest in the distributed collaboration. If 'Send and Receive Content' is enabled, both Portal for ArcGIS sites is able to send and receive information from one another.
