Workaround

Use the Mosaic to New Raster tool to create a continuous raster from the original TIFFs. Also, TIFFs are exported correctly when smaller sections are selected in the Footprint and copied using the Copy Raster tool or exported to another raster format.Create an unmanaged raster catalog in a personal geodatabase (not File) instead and export raster to another format works. Customer could only get the output to save as GRID.
