When consuming a map that contains data from the USA_Demographics_and_Boundaries_2015 (MapServer) http://demographics5.arcgis.com/arcgis/rest/services/USA_Demographics_and_Boundaries_2015/MapServer in Operations Dashboard, the layer does not load properly.

The Windows version of Operations Dashboard (operation views) is in Mature support status. There is no new development, bug fixes or patches done by Esri. Customers are encouraged to use the new web-based version of the product (dashboard items).
