When consuming a feature service or map service in the same data frame as a feature class that is stored locally, there is a noticeable delay when creating features in the feature class or the services do not redraw.

Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro.
