When configuring the toolbar of the Basic Viewer template, the configured active tool does not open as the default tool if the feature service does not have editing enabled, the Share tool is enabled, and the Print tool is disabled.

This issue is fixed in the current release.

Workaround

Turn on the Print tool to allow the Legend tool to be the default tool.
