Workaround

Manually edit C:\Program Files (x86)\ArcGIS\java\manager\config\security\build\build.xml. replace ${HOST} with the correct machine hostname. Also change ${ServerClusterType} if necessary. After this is file is manually edited, the services handler can be configured properly.
