This is by design. Refer to the first bullet in 'Configuration best practices' section: https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-support-FeatureReductionCluster.html There is no such thing as clusters with a count of one. If a feature does not belong to a cluster, it is rendered by itself according the configuration defined in the layer's renderer. If the individual features are intended to be smaller than the smallest clusters (two or more features), adjust the size of the symbols in the renderer to sizes smaller than the clusterMinSize.
