When clicking on a Related Data Item in Open Data, it does not allow downloading if it is an image service.

Workaround
In order for the downloads to work, make sure the URL has the item name instead of the item ID:To do this make sure to download from the Datasets directory instead of clicking on the Related Data. The Related Data links are using the Item ID in the URL instead of the Item Name which is causing Open Data to try to download from the ArcGIS Online Item Details page of that item, rather than the server where that data is hosted which is why it is failing.Steps to Reproduce
