When clearing the map in the ArcGIS Business Analyst or ArcGIS Community Analyst project, the historical traffic data layer is not disabled, but it is enabled when the project is reopened.

This issue is fixed in the latest release of ArcGIS Business Analyst and ArcGIS Community Analyst.Workaround
Open the Historical Traffic Data tool and enable the layer.
