The Preview layer does not always work exactly the same way as the image service layer in ArcMap, especially in extreme examples. If the user needs to make a image size request from their .ISDef, then I would recommend using the GetImage ISCommand. If the user plans to serve this as an image service, then this will work, providing the user's display size is very small.Steps to Reproduce
