When changing the Creator or above user type in ArcGIS Online, the interface returns a misleading warning when all the conditions are met for the desired user type.

This message is by design and is to warn the administrator that if the user's role is changed to the selected role, they cannot own items and groups or be a member in a shared update group. The warning is displayed even if the user does not currently own any items or groups and does not prevent the administrator from assigning this user type.Steps to Reproduce
