When building multiple parcels at once, interior parcels fail to create when the bearings of the parcels are in the opposite direction of the neighboring parcels.

This is not a software defect. When creating many parcels from a network of closed looped lines use a New Construction as outlined in the help documentation. New Parcel = One parcel at a time New Construction = Many parcels Help Link: http://desktop.arcgis.com/en/arcmap/latest/manage-data/editing-parcels/about-the-parcel-construction-environment.htm " The parcel traverse works with one parcel at a time, where lines are entered separately for each individual parcel. Parcel construction works with a network of lines where many parcels can be built from closed loops."

Workaround

Construct and build the missing interior parcel outside of the original construction.
