When building multiple parcels at once, interior parcels fail to create when the bearings of the parcels are in the opposite direction of the neighboring parcels.

Additional Information
This is not a software defect. When creating many parcels from a network of closed looped lines use a New Construction as outlined in the help documentation.
New Parcel = One parcel at a time
New Construction = Many parcels

Workaround
Construct and build the missing interior parcel outside of the original construction.
